The program for the building includes a staff training center, a nursery school, an auditorium and museum. The building above ground is a “C” shape with overall dimensions of 78x81m. The free central space is occupied almost entirely by the underground portion of the building. All the above-ground buildings are supported on a steel structure, while the structures of the underground block are in reinforced concrete.
